Contributing to the Federal Purpose

Bicameralism is widely accepted as an important element in the design of federal arrangements for shared rule. This presentation will critically evaluate how and with what effects bicameralism contributes to shared rule in federations around the world. In doing so, it will place in context the composition, powers and practices of the Canadian Senate and the many proposals for change that have been made. It also will take into account other institutional arrangements that contribute to the federal purposes that bicameralism potentially serves.
